"Dialogue, integration and collaboration" are the aims of the new demarches-simplifiees.fr platform launched on March 1, 2018 by Mounir Mahjoubi, Secretary of State for the Digital Sector, and Henri Verdier, Interministerial Director of the Digital Sector.
This tool replaces "Téléprocédures simplifiées", in force since 2016. From now on, administrations will be able to create online forms in just a few minutes and process users' requests on a dedicated platform.
For their part, users will be able to submit applications easily and retrieve their files online.
According to the French Ministry of the Digital Economy, demarches-simplifiees cuts administrative processing time by 50%.
The platform is a kit directly available to administrations and private individuals forputting administrative procedures online , and for improving the handling of users' requests or problems.
In practical terms, this is how it works. On the one hand, an administration deems that a procedure should be made directly accessible to the general public, and creates a dedicated form which is published on the platform.
The aim is to centralize them all on a single platform, rather than scattering them across the websites of each administration. The aim is to make all procedures available by January 1, 2022, including on cell phones.
On the other hand, a user requesting a procedure can go to the platform and access the questionnaire he or she needs.
They have access to a space where they can track theprogress of their application simply and intuitively. To do this, they have access to a message thread for direct contact with the relevant administration, which will guide them through the process or help them resolve any problems they may encounter.
Users who already have an account with France Connect and France Agent will not need to create a new one. Demarches-simplifiees is directly connected to other sites such as InfoGreffe, the Base d'adresses nationales(BAN) and theGéo API to collect information on companies.
Finally, Démarches simplifiées is a collaborative tool that lets you invite other people to complete a procedure, attach supporting documents or declare a particular item.
Let's take the example of someone applying for a building permit.
Thanks to Démarches simplifiées, architects can provide documents proving the viability of a construction directly on the applicant's personal space. This platform is particularly well-suited to the urban planning and environmental sectors.
For the first time, the French government is dematerializing procedures concerning only a few thousand companies, whereas in the past only the most substantial ones were processed.
The creation of Demarches-simplifiees is not an isolated event, as it is part of the "Action Publique 2022 " program, which aims to rethink the public action model by questioning in depth the professions and modes of public action in light of the digital revolution that is redefining the contours of our society.
